The Producer or Production Manager is responsible for the overall risk assessment taking into account the assessments from others and for ensuring co-ordination and control. This includes ensuring a competent person is managing any special effects.

The Special Effects Supervisor is responsible for the safe planning and execution of the effect. They must carry out a full and detailed risk assessment and provide it in writing.
